Let me re-emphasize that I do believe that some UFOs are man-made but I also believe that other UFOs are of extra-terrestrial origin. I don’t think humans could have built UFOs all on their own especially under a highly compartmentalized, black projects system of research.

The electromagnetic technology that you described as already existing would require several breakthroughs in our current understanding of physics. However, if those scientists working in secret had access to recovered or crashed extra terrestrial UFOs, perhaps they could reverse engineer some of the technologies.
