It may be within the realm of possibility to induce audio-band modulation in nerves and thereby create phantom voices diretttly in the brain, bypassing the cochlea. From there you could influence the subconscious without the conscious mind even being aware of it.

We already know that 4G RF from cellphones held to the head penetrates the skull and couples into brain cells. At its coarsest, this causes cancer. with well-known cases of gliomal cancer such as that which caused Ted Kennedy's death. He incessantly used a cellphone and saturated his head. But it may in more subtle ways affect thinking.
