1. It is political - question of independence of Vatican from Italian government. I guess globalists are not so united to not have internal struggles.

2.If Bergolio would accept that he would cause unrest in church and (look above) lose of influence for many powerful bishops. What would mean he would die like Jean Paul I-st. Italians (including italian bishops) are know for ages from using poisons if you not understand what I am writting.
