As for Russia, theoretically it could be a self-sustainable state. Russia have all resources nedeed for developing high-tech/high-life society. However, Putin & crooks just pull apart, broke and exterminate everything that could potentially work for that sustainability. It was done by purpose. Putin and his accomplices are dumb. Literally. They are dumb idiots. They don't have any useful knowledge at all. They can't control anything sligtly more complex than selling oil or ore. And they can't allow the development of spheres where they can't have full conrol, because there will be the money that pass by their clique. They can't afford it, they need all money.

However, if that crook system with Putin and his accomplices would be destroyed, Russia could become a completely independent state. But on that level of development it would be absolutely no reason to build a wall around it. There is absolutely nothing bad in free trade, using foreing currencies and investors, if you use them in the interests of people instead of supressing of population and self- enrichment of elite.
