Because having kids is not a good thing in itself. It's not good to have kids that are subjected to a broken home and parents that don't want them.
Don't all countries do that? And they do that for themselves, right? How many wives do Kim and Xi have?

No, most countries, at least before American blackmail, supported people having the right to make their own life decisions.
