Operation Paperclip was a thing because people educated in the Weimar Republic were actually educated. You actually hit an interesting point, Germany's education was so bad during the occupation that people would rather pardon war criminals than be stuck with them.

There isn't much connection between today's VW and the Nazi one. The Nazi automobile was never even delivered to anyone.
