You actually believe that a media outlet is bound by anything? That's just fucking ADORABLE!
It's part of British law. Granted, it's not always enforced, but it exists in theory.
So, since the law is arbitrarily applied, the BBC isn't actually bound by anything but the capricious will of no-name busybodies in the UK government.
