Herod was an Idumean or Edomite (a descendant of Esau) and Herod publicly identified himself as a Jëw.

Paul was who sought to make Gentiles psuedo-jews whereas Jesus was explicitly clear in who he was ministering to and that his disciples were given clear instruction to stay away from Gentiles.
