80's Reagan script:

War on Drugs
Huge ads on "bad drugs" -> takes the limelight away from Big Pharma, Big Pharma happy
"War on Cartels" -> Clean up and consolidate CIA operations, take out small players
Street price of CIA delivered drugs goes up -> CIA black ops funding revenue from drugs goes up
Everything bad from violence, to drug overdoses, etc - > blame it on cartels
... which will be used to get more money to Peter Thiel and his ilk to AI monitor "the border" (through which CIA comes non-stop)

Win for CIA, Win for Big Pharma, Win for Thiel Surveillance Future, Win for DoD, press win for Trump admin.

The primary reasons for "controlled substances" are to protect the CIA and pharmas. It allows a near monopoly on drug trafficking revenues for the CIA and the medical/pharma complex is able to control the entire pipeline of "medicines" (while also putting competing options into the controlled list to stop competition if necessary).
