I think not only was he an informant, Manson was an mkultra participant that was part of a test to see if a charismatic leader could brainwash suggestive teens to kill others. They just let it happen.

I remember reading a theory that they used his failed attempt at being a musician as leverage and promised he'll be "famous". Which, to be fair - worked pretty well. He's one of the most known "Serial Killers" yet he didn't do any of the killings he's famous for.
