For deep biometrics beyond fingerprint they need:
mandatory biometrics for App / Usage X
An 'Event' that scares the world to which mandatory deep biometrics is the 'solution'
Deep enough penetration of hardware in the installed base to use / offer deep biometrics
Then app by app they will force deep biometrics to everything until it is the only option left
