Property taxes and insurance rates alone have caused a larger increase than 2-3%. I thought i saw insurance going up like 10-15% on its own which is probably contributing to a 1% net increase.
Those are not expected incrementals nor in annual batches to that degree and also then influence buyer locations. Imagine having any location (be happy) and paying incrementals annually as expected as part of the contract and doing so indefinitely. 3% times 40 years versus having to play the inflation %. Its just easier for them and greedier on a broader scale.
