You are suggesting those things will work in this hypothetical back tracking. Landlines are already being killed off as the infrastructure ages out and no need to update it. Flip phones will require networks that will not be compliant as each gen is killed off.

You will only have three choices --

comply and be a slave
have the bare minimum less and be a slave
fight to the death
