If I were an authoritarian surveillance state what better way to sort through the riff Raff and find "domestic terrorists"? Think if it like identifying honeypot Tor nodes, if you at the end of the stream and certain fish don't come you've identified which service they are using

Absolutely should! I think it might be our duty to create a failsafe for what so many have become hopelessly reliant on. It could save lives if or when the Internet goes down or is sabotaged

Why would they turn off their spying network if they were trying to spy on people?

Their capabilities are far greater with the network on.

It's called compartmentalization they use it at the CIA when trying to limit the scope of an operation. They will tell whoever they want out that the mission concluded while continuing with fewer and fewer people to avoid oversight. I would never presume to know their capabilities they literally have an unlimited budget they call the black budget. Why would you assume they would be limited to the technology we can all see and use?

LoL. You don't think they know how to filter data? Filtering by cell carrier is one of the simplest there is.

"compartmentalization" is used to limit INTERNAL knowledge. It's not used to filter incoming data.

This is a dumb idea and you really should drop it.
