This is from cloud seeding.
We experienced one of these in person, last year, and I recorded over a half hour of pure lightning chaos; it was unbelievable. Then we found out they were cloud seeding the area at that time. The little particles they put in the air create absolute lightning chaos in the clouds.

I do not notice that, 2nd witness vid is difficult to orient, for me. The first vid looked like it changed direction or there were multiple, I can't decide yet based on speed of movement. Edit: But yeah, if it was a piece over i'd imagine same animation
