Modern manufacturing is capable of easily producing more than 9 vials per minute. I'd suspect their machines probably produce and package 10-20 vials/second/machine or closer to 120-240 vials per minute so 9 is easily within range. Machines are fast
Appreciate the critical thinking here but just watch some of those "how it's made" videos. The previous generations achieved maximum exploitation of mechanical processes and it's remarkable to watch. There is probably enough idle capacity in their systems to retool and remix between batches while still achieving these average 24/7
