Authorities sent him back to where He came from? Not a diplomat?

I'm to lazy to Google and frankly to busy but here's a solid inquiry..... Ketamine is classified in the US as such it is a controlled substance. What about where this guy came from? Is it readily available? Is it common place where he came from and no big deal?

Mexico, it's very easy to get it in Mexico. I would imagine most of the black market dope comes in via Mexico
