It looks like a dragon in the nude needing a tower to cover itself. Think naked guy wearing a barrel that was popular in US comics. Not everything is occultic symbolism and sometimes it's just whimsy. However, don't stop looking. Many things are uncovered because someone looked at it from a different angle.
