He never said neutrinos are being used as a weapon. He said the detectors are being used as a weapon (specifically the 5k+ digital optical modules or DOMs). I'm not saying I agree with him, just clarifying what he said. He said while working as an electrician he found anomalous power draw from the station or something like this. I do suspect there are hidden activities going on at that base but I'm not convinced that the DOMs are a directed energy weapon.

No question that the DOMs are used either or both for a kind of 'x-ray' detector or for communications. They definitely would not capable of being energy weapons. Yes, no doubt there are classified functions operating there. I assume the place has a satellite uplink and it carries encrypted intelligence data. Hah, puts me in mind there should be an Ice Station Zebra Part 2, which these days would have Tom Cruise on a rocket-powered ski mobile.
