It appears that they're trying to develop outrage. The way in which he became POTAS was an attempt at this. I think his comment here is in line with this. Or it was simply a piece of pro-war propaganda, to normalize the idea that the US has the right to destroy pipelines. It didn't matter that it's against international law, the plan was always to deny it when they actually do it.
