Keep in mind they give boatloads of antibiotics to the animals we consume but somehow we cannot get the same without having to pay facilitating payments (bribes) the medical cartels. My best guess it's it's just the classic power dynamics of bureaucrats: they create meaningless processes to enrich themselves and further increase their power/control.
