These feel like edge case exceptions where two minors decide they want to marry. There's a 2 year exception for this where folks as young as 16 can get married if they're both minors. It's more common in religious groups where premarital sex is frowned upon. This seems to cover almost all these cases.... One can debate this but it's not illegal. I'm not arguing it should be encouraged. Though, any hard age limit will need to handle this edge case.
