I actually think the narrator spoke in a regular voice (at normal speed) when it was recorded, but during post-processing, the recording was slowed in order to A) fit the proposed length/imagery B) make it easier understood. I've done a bunch of video editing work, and the narrated voice sounds exactly like it would if it were slowed down by 15% or so. In other words - it doesn't sound natural as though she were just speaking slowly on purpose.
Pretty sure they just slowed the audio voiceover down to 75%-85%, but agree it sounds weird. At least it's not backwards!
