Not trying to sound blackpilled as I generally agree. But, the difference is, they have bombs and drones and heavy weaponry that can be controlled remotely, and massive underground cities they could potentially hide in to survive armageddon. That is the last resort, of course. But, it's a lot more than simple numbers of guns and government employees. The average American gun owner is a lazy fat fuck who gravitates to processed foods and unhealthy habits. You are correct that a series of power grid disruptions could bring America to its knees though. The government knows this very well. We don't have enough spare transformers, or the means to manufacture them if enough were taken out. Even a graphite bomb or high altitude nuclear emp would work fairly well. But, as we've seen, unless things go hot for as of yet not evident reasons, cyber and mental warfare are the current modes of operation.

Also, they have systematically purged patriots and free thinkers from the military over the past several years. I would believe that those remaining can and would fire on American citizens if ordered to.
