Nah, too simplistic.
Frankist-Sabbateans came late. Much older and stronger orders existed and still existed before and later.
Also, Kabbalah is just a reboot of even older ideas, some of the people at the visible top may subscribe to some kabbalistic methods, but there's more tools in the toolbox.
Always, when somebody says that ONLY group X rules the world, be weary.
It's more complicated than that - and by all accounts there is plenty of infighting and they don't all agree with each other.
