If anyone remembers the 'stampede' from astroworld, this incident in Seoul looks the same to me. (On a larger scale)
What are the possible theories?
My first thought is injection induced heart attacks with a definate possibility of energy directed implications.

A few possibilities:
It was a "Halloween festival." Considering it was Seoul, not Seattle; why do they need a grand Halloween festival? Unless it is a part of American propaganda to remove any form of "Korean-ness" in their identity.
Hiding potential "suddenly died" participants. The incident was a stampede because of vax and boosted population's "sudden death syndrome." This was Seoul's first major event after everything opened up.
Occult church sacrifice. South Korea's church has been doing some strange things, from creating a Kpop cult, Abe's death and this event.
Government fear mongering propaganda: South Korea's population has been a standout in East Asia's traumatic and fearful COVID experience. The government did a set-up to re-create a sense of fear among the citizens. The current government's approval rating has been going down a lot.
