The premise is correct though. The goal is to offload the debt to larger companies which can take it and then change the laws to protect their interests
He threw in a bit about the moratorium being useful before other safety measures like the vaccines arrived which to me implicitly suggests he believes in the vaccines effectiveness and is suggesting that it's part of his repertoire of tools he probably uses from time to time to strengthen the argument for removing the moratorium (which I agree with) but the moratorium was not safety or health related and to suggest that it was anything but blatant abuse of power by forcing lockdowns that moratoriums were even considered and frankly necessary (however likely a moratorium on collecting mortgages from landlords with interest free period would likely have been a good combination imo)
