It sounds like the cops may have known there was going to be a dangerous event that day, one that would require emergency intervention. This woman and the officer(s) she was talking to in the bodycam footage were given instructions not to proceed with a normal protocol, perhaps without knowing exactly what was going to happen, and she was confirming for the verifying officers that she had avoided going in the school.
