Rigs would have cameras because they need to see where they are drilling and going. Oil pipelines are unmoving infrastructure. That said it is multi-billion dollar infrastructure so there may be cameras and I could be wrong. If there isn't any right now, there likely will be in the future after this sabotage.
And yeah, there is clearly some fear mongering going on. I looked for livestreams or records of them of old oil leaks, and it was actually a wall of the nordstream pipeline news drowning it out in search results.
The only ones who could have footage would be the perpetrators. They don't exactly put security cameras along an underwater pipeline.
