As long as the car is moving at a constant speed it does not affect the ball. Just because the combined forward velocity of the car and the leading surface of the ball are greater, with respect to the building ahead, doesn't mean the ball is speeding up or slowing down or experiencing any acceleration. You're just confusing your reference frame by including the orbital speed in your calculation when it's a completely separate system.
