Inside of a closed system (or relatively closed in our case of the supposed globe earth) there would be a conservation of angular momentum. So the earth is spinning X speed and it is equal to 360 degrees / 24hrs is the angular speed. Which when maintained at a relatively constant speed will have almost no angular acceleration, but it will retain its angular momentum based on how far out you are from the centre. So in order to feel something, you would need to change rapidly the angular acceleration of the whole globe....or else it would be smaller and would be mostly negligible.
Ex) if you walk or drive or fly subsonic speeds, you don't move fast enough to have a noticeable impact on the whole systems angular momentum. So it will remain mostly stable and thus so too will the speed for the earth and everything on it....so you too. Are spinning that fast and that is why when you run is is nothing compared to the speed you are currently going within the system
And you are both at the equator and not at the same time to notice???? Again...explain how you could possibly feel it.....you are on a point.....not a line...

The frame of inertial reference....that you can measure....and feel.....is relative to the earth's but the earth has a different frame of reference which is where the speed and acceleration comes from....so we are part of the that reference....ie....it is as if we aren't moving...because the reference is moving.....

... We aren't independent free bodies.....we are fixed and locked together..
