I'm willing to bet these photos are from a video where those kids get passed around a bit by different rescuers and only one of them is actually their dad.

This is one of those conspiracies that says, "I'm an idiot who believes stupid things based on unverified images on the internet" and also, "I want to hate a bunch of innocents people I never met who my empire is bent on murdering."
