My guess is they were/are illegal because retarded bureaucrats think the Breaking Bads and George Floyds of the world would use the test strips to help get high (shieet dis da gud stuff. Tested better than last batch). There maybe some merit but I don't agree with it. Probably the same retards that think gun free zones (without proper security) work.
