I think this was the end game they had in mind. How else would they get a reason to create a federal 'security' police force and then now a Ministry of Truth?
A thought I had, anyone else agree?

The goal was the Patriot Act and money laundering. The Patriot Act laid the groundwork necessary to eventually institute a ministry of truth. But with the explosion of the internet and social media in the following years, it took longer than expected to be able to ensure full monitoring and control.
