Population control is Definitly on the agenda. Do they want to control the population? Absolutely.

They would like to control every birth and every death.

Think of a cattle rancher. Do they want to control the birth and death of their hearts? Of course. They don't want random uncontrolled surges in population growth, or epidemics of disease that they could control with vaccines.

Do they care if the cattle gett harmed by all the antibiotics and vaccines? Nope, not so long as they still produce beef.
