Steve Bannon's primary mission is to protect and promote Zionism. That is his main goal, above all other goals. He literally tried to start an organization in Italy called the 'Academy for the Judeo-Christian West'. Notice how Bannon put the 'Judeo' BEFORE the 'Christian' part of that title. Because in Bannon's worldview, Jews come first. His 'right-wing' umbrella group for 'European nationalists' was literally led by a Jewish guy named Mischaël Modrikamen.

This is why Bannon also hates white nationalists so much - because white nationalists tend not to be Zionists. It's as simple as that. And if you think about the most strident good goyim whites, most of them seem to be either paid off, or blackmailed. You have to wonder what kind of blackmail they have on Steve...

Remember that Bannon also thinks of himself as some sort of strategic master-mind. But his 'strategy' revolves around how to cripple and neuter white nationalism while promoting Zionism. Once you understand Steve's actual priorities, his actions make more sense.
