The NIH has plenty of money and malfeasance to go around. Lots of money for Bioweapons, but can't be bothered to find that gosh-darned elusive cancer cure (and Big Pharma's making a killing selling literal poison to patients anyway). Maybe keep funneling billions for the next 50 years and they'll get around to it. Eventually.
