In a sense, that is how they found Osama bin Laden. He had no cellular devices or anything else and the US used some of their super secret squirrel technology to basically x-ray the building.

The carriers killed a good 4G technology by Sprint, called WiMax, that was basically short distance relay 4G similar to WiFi. WiMax didn't get your information as accurately as the new 5G relays do. GPS is accurate to 150 feet for those that use it, but 5G triangulation has you in 10 feet. Phones around you also can transmit that information back to the government, like Snowden exposed. Another thing that can be done with these relays is have cameras that go on the relays supposedly to protect them but will be used for general surveilance. They also have a technology that tags people regardless of them having phones jusy by passing through an area covered by the surveilance system. The technology can tell them where a subject has been every moment of the entire day. This is near 100% coverage in every major city just by having electricty and electrical posts and buildings to mount.

That being said, the airport scanning isn't too far off. It's likely easier to combine the camera technology and a phone sonar like in The Dark Knight. It may be happenjng now selectively.

I think it will be too “noisy” for that. The scanners with due to single point source and reflection. Though these millimeter waves will likely resonate with biological scale tissue such as cell structures of uniform density and salinity. Where in the city do we have a mass of fatty, high salinity tissue? Hint: think about it
