You would be surprised how many people wont be born if you stopped people from having kids just for 1 week, 1 month or 1 year. Assuming there is a fertility-inhibiting factor in the vaccine, they dont want all the population sterile forever... so
either the added ingredient is targeted a certain factions of the population or different countries (USA, western in general) or it is random but directed to everybody.
