If I'm reading this correctly, it sounds like they kept the hold on the basis that the mandate is too broad and does not consider employees who are not in grave danger of covid (they even mentioned natural immunity!), and on the basis that the mandate is not broad enough as it sets a magic number at 100 employees.
If Xiden doesn't appeal, expect a more complicated mandate to be pushed.
