As someone who has worked at one of the United States largest shipyards, I can attest, its not a great idea to make inner-city "diversity" hires who value "ghetto culture" over an honest 8 to construct war vessels.
Leadership was near non-existent (hamstrung by HR for years and years until the good ones quit/retire) and the urge to excel through the implimentation of high quality craftsmanship was more likely to get you a dirty look than a pat on the back.
Lord help us if we need to compete in an arms race.
