I've thought about this scenario.
Somehow they have some sacred knowledge of some terrible event coming in the future. They want to let people live without worrying about it, then try to get them into 'safezones' ahead of it.
It breaks down on all the nonconsensual manipulation of will, ritual killings, usury, and child rape.
