This appears to be apperture related. When you have a wide apperture (low f stop) you tend to get a narrow field of view (fov) which results in the background and foreground betting blurred.
There are filters designed to darken the picture so you can open the aperture wider and get a narrow fov.

The subtitles appear at about that height on the screen. It could be a masking effect to make the white letters more visible.
