MIG-41 is just another project in endless list, not even started really, but have a lot of empty talks and money fuss. There was a lot here, cool and technically advanced projects, but none was really built. We still use mostly USSR tech in reality. Space was weaponized from the very beginning, nearly everything in space at least have double purpose, from space stations to Hubble or weather satellites. Minor exceptions are interplanetary probes and may be geostationary TV transponders. However last ones really could be used for military purposes too if needed greatly, say to transmit encrypted messages or data.
It is nearly opposite - space sometimes could be civilian. And sometimes civilians could hijack and use military satellites for civilian purposes, like it happened with Satcom.

The Outer Space treaty only prohibits nuclear weapons. Other forms of weapons are not prohibited.
