As for the second paragraph, 20% - 40% dying to a world in decade long stasis is a very realistic amount. They can't wipe until 10 - 15% left UNLESS it's the ultra worst case (aka people being infused with machines, regressing into feral beasts and cannibalizing each other while the elite becomes transhuman gods) but the toll is still big and the psychological damage will be so extreme that people might come to the other side looking and acting differently.
