Not going to mention my job here, but I can shed light. When a property such as this one is shut down, or abandoned that doesn't mean it's a ghost town. There is still a pool guy getting paid to maintain the pool. There's an electrician to maintain the power grid. Somebody is cutting the grass and the fire station is most likely still staffed. When they say "abandoned" they mean the mission specific personal have left. No NSA or navy guys around. The homes, which are on base housing, are empty. However, the property is still very valuable and would be maintained, with our tax money of course.
