I’ve watched A LOT of Snowden interviews. Assuming he’s telling the truth, he has stated that the government, nowadays, basically leaves him alone and he just goes about daily life. Keep in mind, Snowden was an asset back in 2011 when he defected. However in my opinion, the nature of the NSA, and the whole government for that matter, has changed so much that Snowden is no longer a vital individual. He basically turned himself into a privacy advocate, and that’s what he’s best at.
As for his value to the Russian government, his value has decreased over time, and he just became a functional member of society over the years.
