I have no idea what that facility is, but I don't think there's enough evidence from this video to assume it's a vaccine gulag. That said, I would not be at all surprised to find out that such gulags exist or are in the process of being constructed.
They are currently moving these camp style buildings all over Canada. Thousands of them.
