Without advertising? Songs? Social media? Bus ads? Billboards? Commercials? Radio spots? TV spots? Celebrity endorsements? Integration into media? PSAs? Threats? Incentives?

Yeah, the so-called billion to fight "hesitency" all went into advertisements.
