Back when the United States was formed, the United States was an actual union backed by the populace and is what allowed the transformation of our way of life.
I'll skip the History lesson but I'll point out that at one time the citizen was not responsible for taxes based on labor and income. That all changed when the first corporation was formed. Over the years the corporation, which of you do not know, that was responsible for paying the taxes, lobbied to change the tax burned to the employees.
Fast forward to where THE UNITED STATES OF AMERICA, which is capitalized for reasons.... Because it became a corporation itself. We live in a world in which Corporations run the game and steal our wealth. The structure which the corporations have made themselves is built in such a way as to shun any liability at all for harms to people and environment. I am not saying that they get off the hook without penalty, I'm saying that the Corporations are nothing more than a shield that protects the individuals that profit from their actions.
Corporations have more voting power, political power, and exemptive freedoms than any natural born citizen. We are born dead, chattel if you will.
OP is 110% on point with this post, pointing out what should be obvious to all. Corporations can profit from giving citizens deadly products that they claim are healthy and if and when their caught they get to say oops, I guess we will go bankrupt. They may pay monies that to us common folk seems like allot BUT if they profit Trillions, and end up paying Billions, they still profit.
The system isn't in place to protect you, it's to protect them. Your employer does not have a HR Department to look out for the employees best interest, it has a HR Department to protect them from their employees.

When they get caught, and they know the gig is up, they go bankrupt and reorganize under a different corporate umbrella, still ahead financially.
